  Your Hoover Vacuum Cleaner might not be running due to several reasons: the power cord may not be firmly plugged into the outlet, so ensure it is plugged in properly. It's also possible that a fuse has blown or a breaker has tripped; check and replace the fuse or reset the breaker. Another potential cause is activation of the Thermal Protector; if this is the case, unplug the vacuum and allow it to cool for 30 minutes to reset the protector.

The dirt cup could be full or clogged and needs emptying. A broken or worn belt will require replacement. Also, the brushroll or hose might be clogged and require inspection. Ensure that the carpet height setting is correct for your carpet type, and that the Suction Only Mode is turned OFF.
