For all items covered by PAYG licenses, individual ASLs must be installed on the 
nodes to meet the requirements of use. The distribution of these licenses to a node 
is via digitally signed license files and involves the Application Specific License 
Manager (ASLM) and Centralized License Manager (CLM) software tools. ASLM is 
the tool within Nokia that is part of the purchasing process. Previously, ASLM would 
generate individual license files for individual target nodes. With the introduction of 
FP4 hardware upgrade licensing, using ASLM alone will not scale. Therefore, the 
CLM tool was created to meet the scaling requirements and provide advanced 
license controls and monitoring for Nokia customers. 
When a purchase order (PO) is placed that contains at least one RTU covered by 
PAYG licensing, ASLM triggers and creates a single license pool file for all RTUs of 
that PO. This license pool file is generated targeting a specific instance of the CLM 
tool associated with the customer network. Once this license pool file is activated 
within the CLM, the CLM generates license files for target nodes containing sets of 
these hardware upgrades. If the CLM has connectivity to the node, the tool can 
download and activate these files automatically; otherwise, the CLM can generate a 
file that can be manually installed and activated on the node.
This license distribution is protected to ensure that capacity and functionality cannot 
be unlocked without going through a proper purchase procedure. Nokia has 
developed the license distribution and enforcement mechanism with a balance 
between protection and ease of customer use. See Figure 11 for details on the 
license key acquisition process.
