If the actuator and plug stem aren't moving, there could be several reasons. First, the actuator might be blocked; check the attachment and remove any blockage. For electric actuators, verify the supply voltage and connections. If you have a pneumatic actuator, the diaphragm might be defective, so refer to its documentation. Also, check that the signal pressure is adequate and that there are no leaks in the signal pressure line.
