Pin(15) of IC571?
Is there approximately 500kHz oscillation to

and (24) of the fluorescent display tube?
Also negative voltage applied between these pins
and GND?
Replace the fluorescent display tube.
Check the EV+5V line and service it if defective.
Check the -FL line and service it if defective.
Check R595, IC571 and their periphery, and
service it if defective.
Check the power circuit, D023, D024, C029 and
their periphery, and service it if defective.
