Why are the cutting units on my Toro 04383 not lifting or lifting slowly?

If the cutting units on your Toro Lawn Mower will not lift or lift slowly, potential causes include low engine speed or low oil level in the reservoir. The lift cylinder linkage could be binding or broken, or the lift cylinder bushings might be binding. The charge circuit pressure could be low, or the implement relief valve may be leaking or damaged. The solenoid valve (S2) in the hydraulic manifold might be leaking or damaged, or the relief valve (R2) could be stuck, leaking, or damaged. Internal leaks in the lift cylinders, a hung-up spool in the steering valve, or a worn gear pump (rear section) could also be responsible. Increase the engine speed and refill the oil reservoir.
