The meaning of each field in EO_TLV:
The type field refers to the type of TLV, and the type of EO_TLV is 1;
The Length field refers to the length of TLV, and the length of EO_TLV is 4;
The Extend Options field is the extend options of OSPF. RS_bit and LR_bit are set in
this Option field in OSPF GR. The following figure describes the detailed format:
