This block is used to restrict the rate of change of an analog signal to a user
programmable maximum rate limit.

3. Implementation
RATE is scaled in units/second.
If INP is changing less than RATE, OUT is equal to INP. If INP is changing faster than
RATE, OUT changes at the RATE value.
