If this doesn't resolve the issue, the recoil may be broken or jammed. With the spark plug wire off, try turning the engine pulley by hand. If it turns, the recoil is broken or jammed.

If the spark plug(s) is oily, remove it, hold a rag over the plug hole(s) and crank the engine over a couple of times using the electric starter to blow out any oil in the cylinder(s), then wipe off the plug(s) and reinsert it. Use a fuel stabilizer if you keep gas longer than one month, as the gas must be fresh and clean. Also, the engine may not have the right amount of clean oil, so change it if it is dirty.
