This is similar to RM4SCC with the exception of the
data to be encoded (6-character postcode [4 digits
followed by 2 letters], followed optionally by a 1–
5-digit house/postbox/freepost number, followed
optionally by an 'X' [or 'x'] separator character,
followed optionally by a 1–6 character house
number extension [letters or digits]). Dutch Post
4-State does not have a checksum.
