Check the circuit breaker at the main batteries and the fuse(s) at the hydraulic power unit. Also, inspect the batteries and the truck/trailer charging system, and consider starting the truck and running the engine at a fast idle to charge the batteries. Verify the ground connection on the hydraulic power unit and check the oil level in the hydraulic power unit. Finally, look for any mechanical or electrical damage, such as damaged cables.

You can also try unscrewing the plugs of the valves, sticking a voltmeter into the plugs, and activating the down function. As another step, remove the plastic cap of the release valves, keep the coil in place, hold a screwdriver close to the steel valve stem while pressing the down function on the toggle switch.
