If the flow rate set point is exceeded on your Samson Controller, it could be due to several reasons. First, check for leakage between the seat and plug by removing the regulator, cleaning the seat and plug, and replacing the plug if needed. If the operating diaphragm is defective, replace it. Also, ensure the control line isn't clogged by removing and cleaning it. Finally, if the valve is too large, recalculate the K coefficient and contact VS SAMSON.
