If they are dirty, clean them with a clean rag or cotton bud dampened with ethanol, and then try charging again.

  If the temperature is higher than the temperature at which discharging is possible, leave the Shimano Steps battery in a cool location with no direct sunlight until the internal temperature of the battery has decreased sufficiently. If the temperature is lower than the temperature at which discharging is possible, leave the battery indoors until the internal temperature has increased to an appropriate temperature.
