<rate> is a value between 1 and 2147483647 (2

-1) or 0. It will be the number of seconds in
between each message. If <rate> is 0, no messages will be sent.
If <rate> is valid, no $DT messages will be sent by the device until the GPS has obtained a
valid time reference to set its internal date and time, as indicated by the $M138 DATETIME*35
message . If the GPS loses its time reference, the message is sent with a flag indicating an
invalid state.
