Course in degrees (0..359) (float). Course proceeds clockwise, with
0=north, 90=east, 180=south, and 270=west
Speed in kilometers per hour (0..999) (float)
Notes:
<rate> is a value between 1 and 2147483647 (2

-1). It will be the number of seconds in
between each message. If <rate> is 0, no messages will be sent.
If <rate> is valid, no $GN messages will be sent by the device until the GPS has obtained a
valid position reference as indicated by the $Modem POSITION*2d message .
