Low voltage could also be the problem; if it's less than 108 volts, inspect the wiring size or use a shorter extension cord. Worn brushes can prevent starting, so consider replacing them. A blocked impeller can also cause this issue; remove any blockage. Finally, the motor itself may be defective, so contact customer service at 1-800-346-7611.
