Binary input: BCB feedback

Description
This input is used for connection of the normally open feedback contact from the
bank circuit breaker or contactor. If the input is active, the controller will consider
the BCB as closed and vice versa.
• If the feedback does not respond to a change of the control output BCB
close/open within 2s, the alarm BCB Fail will be issued.
• If the feedback changes it's position unexpectedly without any command
given by the control output, the alarm BCB Fail will be issued immediately.
