 After processing by GRE module, the original IP header has been encapsulated behind
the new IP header and GRE header.
 The protocol number of IP header of the new IP data package is 47.
The new IP data package can be considered as the encapsulation structure as follows
12.2.3 Encapsulation Process
 The protocol number of IP header found by network layer is 47. The network layer strips the
new IP header and submits the GRE module.
 After stripping the GRE header by the GRE module, the data package will be further processed
by the network layer.
 The network layer strips the IP header and submits the data to the upper layer for processing.
