2. APP-34 sets the freq limit scale during Draw Mode.
Ex) If Ref freq (Keypad-1)=30Hz, APP-33=1(V1_Draw), APP-34=10%, the ref freq for Draw mode will be
issued from 27Hz to 33Hz.
