What to do if one rear wheel will not turn on my Toro Lawn Mower?

If one rear wheel isn't turning, start by checking the hydraulic oil level in the reservoir for the non-moving wheel and add oil if it's low. Next, inspect the parking brake for that wheel; it may be applied, incorrectly adjusted, or there may be an internal transmission brake problem, so adjust or repair the parking brake. Also, check if the transmission bypass valve lever for the non-moving wheel is open and close it. See if the transmission drive belt is slipping on the transmission pulley for that wheel; replace or adjust the belt. Finally, the transmission for the non-moving wheel may be worn or damaged, so repair or replace the transmission.
