50. Click Encode. Ignore the warning for the SPaT message because this instruction is for building
MAP messages. If there are no errors, the UPER Hex string will populate as shown.
51. If the message size exceeds 1400 bytes, the RSU will not be able to support the payload size.
Reduce the size by deleting excess points in lanes.
