a. Start addr: Start address of serial-ID
b. Length: Length of serial-id, 4-byte or 8-byte
c. Value: ID value
d. Little endian type
e. 0x1F000 : 08 07 06 05 04 03 02 01
f. ID is auto-incremented after writing.
