 Have a cap or plug on it
 Have air trapped in lines

Please note:
A flooding valve is caused either
by overpressure filling the valve
more quickly than it can be
evacuated via the overflow, or by
a blocked overflow fitting or line.
Make sure the overflow is not
impeded in any way prior to
putting the appliance into
operation.
