Notes: MODE sets the type of monopulse output of START, either two error vectors with
sum for normal operation or four phase levels for diagnostics. All output is in
hexadecimal:
0:VECTORS reply:
"[+|-]ddddd [+|-]eeeee -fffff" where d and e units are |dBm/10000| and f units
are |dBm/1000| (range 0 to -262.143 dBm)
1:LEVELS reply:
"+dddddd +eeeeee +ffffff +gggggg" where units are |dBm/1000|
