Jump if Not Equal Address
Description
If the contents of A[a] are not equal to the contents of A[b] then add the value specified by disp15, sign-extended
and multiplied by 2, to the contents of PC and jump to that address.
JNE.AA[a], A[b], disp15 (BRR)
if (A[a] != A[b]) then PC = PC + sign_ext(disp15) * 2;
