In Series A controllers:
0 when the controller is or was in Non-executing mode.
1 when the controller is or was in Executing mode.
In Series B and Series C controllers:
0 when the controller is or was in Non-executing mode.
1 when the controller is or was in Executing mode and the configuration file does not exist. May be 1
when the controller is or was in Executing mode and the configuration file exists.
