      If the cutting blades on your Toro Lawn Mower do not rotate, check the belt tension. You may also need to install the drive belt and check adjusting shafts and belt guides for correct position, install a new mower deck belt, install mower deck belt and check the idler pulley, idler arm and spring for the correct position and function, or replace the spring.
