TheschedulingpriorityofeachWRRgroupisequaltothelowestqueuepriorityinthis
group.WithinaWRRgroup,schedulingisperformedbasedonconguredweights.
SchedulingbetweenaWRRgroupandanSPqueueisperformedbasedonstrict
prioritysettings.
