Delay Time Accuracy checks.

Example, assuming the s pan is set to 10 kHz and the marker is at 1,500 MHz,
this would result in a Frequency Measurement Accuracy of ±((10 Hz/1 MHz x
1,500 MHz) + (10 kHz / 750 + 2)) = ±15.015 kHz.
