Failure: too low control circuit voltage of idle speed regulator

Connect scanner and commutator, and then turn
ignition switch to “ON”.

Unplug idle speed regulator connector, check
respectively the resistances between Pin A and Pin
D, Pin B and Pin C of the regulator with a
multimeter too see if they are around 53Ω at 20℃.
No

Check respectively the connections between Pin A,
B, C, D of idle speed regulator connector and Pin
64, 65, 57, 58 of ECU to see if short circuit to
ground occurs.
No
