What to do if Cisco 7961G does not start up?

If your Cisco IP Phone isn't starting up normally, there might be several reasons. First, check the network port by exchanging Ethernet cables with known working ones, testing the port with another functioning phone, or connecting the problematic phone to a known good port or directly to the switch. Also, ensure the phone is receiving power by verifying the electrical outlet if using external power, trying an external power supply if using in-line power, or switching to a known functional power supply. If problems persist, try powering up the phone with the handset off-hook to launch a backup software image or perform a factory reset.
