If your Cisco IP Phone isn't starting up normally, there are several things you can check. First, verify the network port is functional by exchanging the Ethernet cables with ones that are known to work. You can also try disconnecting a functioning phone from another port and connecting it to the problematic port to see if it's active. Try connecting the phone directly to the switch, bypassing the patch panel. Also, verify the phone is receiving power. If using external power, ensure the outlet is functional. If using in-line power, try using an external power supply instead. If none of these steps work, try powering up the phone with the handset off-hook, which forces it to launch a backup software image. As a last resort, perform a factory reset of the phone.
