8 bit hex value. Example: 0xfe
The MS bit corresponds to traffic class 7. The LS bit to traffic
class 0.
A bit value of 0 indicates express. A bit value of 1 indicates
preemptable.

--tc <value> Traffic class number.
--percentage <value> Set percentage of tc limitation.
--all <tc-percent:tc-percent...> Not supported.
