operation code does not have a service action, this field is set to 00h.

1 = Indicates that the command timeouts descriptor
(see TABLE 3-135 on page 182) is included in this command descriptor

0 = Indicates the operation code does not have service actions and the
Service Action field contents are reserved
1 = Indicates the operation code has service actions and the contents of
the Service Action field are valid
CDB Length: Command
Data Block Length
Command Data Block Length
Contains the length of the command CDB in bytes for the operation
code, and if the SERVACTV bit is set, for the Service Action.
