Format Medium Command
The Format Medium command is used partition the medium. The command must be
issued only after positioning the tape to beginning of partition 0.

Immed: Immediate 0 = Return status after format completes
Format 0h = Use default partition (non partitioned tape)
2h = Partition tape according to mode page 11h
Transfer Length 0000h = No data is transferred for format medium command
