6.6 Electronic Benefits Transfer (EBT) Transactions
This section details retail EBT transactions for food stamps and cash benefit. EBT or Electronic Benefits
Transfer is an electronic system that authorizes the issuant to use their government provided benefits to
purchase food items or make use of the Cash Benefit feature.
Voucher are commonly used during system outages and must be cleared using a SALE transaction to
process the transaction. For Voucher transactions, the merchant must confirm there are enough funds
in the cardholder’s EBT account for the transaction and obtain the authorization code for the
transaction by calling the 800 number on the back of the card. The merchant must write this code on
the voucher and both the merchant and cardholder signs the voucher.
EBT Sale
EBT Food Stamp or Cash Benefit SALE transactions can only be swiped or manually entered. An EBT
Voucher SALE transaction can only be manually entered.
1. The merchant initiates an EBT SALE transaction using the S920 terminal.
