Clean roughed area.

Flame the roughened area.
Slide the smaller heat-shrink tubing over the cable to line it and shrink it
on in the roughened area.

Only with cable < 38 mm outer diameter
Again roughen the heat-shrink tubing in the shrinkage area with grit 60
emery over 110 mm.
