Returns a list of up to 64 panel IDs that are
currently recognized by the system. The
optional modifiers enable listing when
there are more than 64 panels. The first
modifier gives the 1-based index into the
list for the first returned value. If the second
modifier is omitted, only one value is
returned. When given, the second value
specifies the end index of the returned
values.
