      The SIP might be booting up, which is normal. Wait 30 seconds until the boot process completes and the STATUS LED stays on. If the SIP does not go beyond the bootup stage, follow the recommended action for the displayed error message. Another possible cause is that the SIP FPGA is not up to date. In this case, follow the system prompts to update the FPGA image. If the SIP is cycling because of an FPD problem, the most likely cause is a FPD failure or that the FPD package file is not present.

      A deactivated SIP can be caused by several issues: * The SPA may not be fully seated in the SIP. Remove the SPA, inspect both the SIP and the SPA for damage or obstructions, and then reinsert the SPA, ensuring it is firmly seated. * The SPA may not be supported on the SIP. Install a SPA that is supported on the SIP. * The SPA may not be at the minimum hardware revision level. Follow the FPD upgrade process to update the FPGA. * The SPA might be misconfigured. Refer to the configuration section of the specific SPA installation and configuration guide, or use the Cisco IOS software configuration documentation.
