Replace it if defective.

Check IC101 and perifery circuit, and replace it if
defective.(L708,SW700,C726,C727,IC101,C216,
C217,C100,L100,C102,C132,IC100)
Reconnect normaly.
Check the rectifying circuit of secondary side,
and replace it if defective.
