Incorrect relief valve pressure

Adjust pressure.
Steering pump failure. Repair or replace.
Leaking steering cylinder. Repair cylinder.
Rust on steering column bearing

Lubricate.
Tire air pressure is low. Inflate to proper pressure.
High initial resistance to
