From above diagram, when MS1 makes a private call (ID301) to MS4, this call
request will be transmitted to all repeaters in the system over IP Multi-site Connect.
But only the repeater (BS4) will repeat it. That is because this private call ID is within
the private call ID range of this repeater. As a result, MS1 is entitled to communicate
with MS4. When MS2 and MS3 make a private call to MS5 respectively, the
repeater (BS2) will repeat it from MS2 rather than MS3. That is because this
repeater is set to enjoy Local Access Management priority. Finally MS2 is entitled to
communicate with MS5.
