If 8 volts are present at the proportional valve, the valve may be stuck open; remove it, clean it thoroughly, and reinstall it, being careful not to overtighten. If the problem continues, replace the proportional valve. Also, check if the manual override on the proportional valve is turned out; if so, turn it in.
