If the material is too high or there's too much of it, reduce ground speed while maintaining 540 RPM at the tractor PTO, or make two passes over the material, raising the rotary cutter for the first pass and lowering it to the desired height for the second, cutting at 90° to the first pass. Also, ensure the rear of the rotary cutter is high enough to allow material discharge, but not so high as to cause other issues. Wet grass can also cause this issue, so allow the grass to dry before mowing and slow the tractor's ground speed while keeping the engine at full PTO RPM.
