Hook the governor spring into the bottom
of
the governor collar.
Install the air vane and throttle shaft into the
carburetor body by very carefully pushing
the shaft through the collar into the
carburetor body.
11.
Push the throttle plate into the throttle shaft
(the plate only inserts one way).
12.
Holding the spring collar, hook the other
end
of
the spring into the speed control
arm.

Re-install the speed control lever and
