TIME OUT: At any time in the test if there have been
no key presses for 5 minutes the test should
automatically shut off and return to TOD.

CLEAR: will step back a state regardless of state level.
ENTER: will step forward a state within the state level.
LOCK: will return to the initial Diagnostics menu from
any state.
OVEN OFF/UPPER OFF/LOWER OFF: Exit
