4-2 Crane operation management
4-2-1 Safe working system
The crane safe working system should be
established, whether for individual work or a
group of repetitive task, all the crane operation
shall comply with it. The safe working system
shall include the following contents:
a. Wo rk pl an : wor k plans s ho uld be
established for all cranes to ensure the safety of
operation and all potential risks should be taken
into consideration. The rich work experience
and designated personnel shall draw up the
work plan. For repetitive operations or cycle
operations, the program should be developed at
the first operation and is checked regularly to
ensure the plan content unchanged.
b. Correct selection, provision and use of
the crane.
c. Maintenance, inspection and test of the
crane.
d. Develop specialized training programs
and determine the supervisor clearing their own
duties and other personnel related the crane
operation.
e. Authorized personnel received

specialized training and having the necessary
permissions implement the overall supervision.
f. Acquired all the necessary certificates
and other valid documents.
g. In without being approved conditions,
prohibit use or move the crane at any time.
h. Security of personnel unrelated to the
crane operation.
i. Cooperation with other relevant parties
with the purpose of reaching consensus or
relationship in aspects of avoiding the injury
accident or security defending.

understood by including the crane operators.
k. Should timely report and record the
happened faults and accidents.
l. The use unit should establish necessary
rules and
regulations according to the specific
case of the crane use. Such as the shift relief
system, safe operation norms, tied and hung
command procedures, maintenance system,
periodic self-inspection system, overhaul
system, training system, equipment and files
system, etc.
m. The use unit shall establish equipment
archives and equipment archives shall include
the following contents:
1Factory technical documents of cranes;
2Installation, overhaul, modification
record and acceptance check data;
3Running inspection, repair maintenance
and periodic self inspection records;
4Supervision inspection report and
periodic inspection report;
5Equipment faults and accidents record;
6Assessment reports related to the
equipment safety.
