FUNCTION: Bitwise complement
DESCRIPTION:
Performs the bitwise complement (NOT) operation to the given number
ARGUMENTS: @COM[n] where
n is a signed integer in the range -2147483647 to 2147483647.
The integer is interpreted as a 32-bit field.
