a. Alternate channels. These channels are set aside for narrow bandwidth systems
and should be used only if all other channels are blocked.
b. In congested areas where 40 MHz channels block most 30 MHz channels, radios
authorized for 30 MHz bandwidths may use the 40 MHz channels. In uncongested
areas, 30 MHz channels should be used.
