Theavailablescienticevidencedoesnot
showthatanyhealthproblemsareassociated
withusingwirelessphones.Thereisnoproof,
however,thatwirelessphonesareabsolutely
safe.WirelessphonesemitlowlevelsofRadio
Frequency(RF)energyinthemicrowave
rangewhilebeingused.Theyalsoemitvery
lowlevelsofRFwheninidlemode.Whereas
highlevelsofRFcanproducehealtheffects
(byheatingtissue),exposuretolowlevelRF
thatdoesnotproduceheatingeffectscauses
noknownadversehealtheffects.Many
studiesoflowlevelRFexposureshavenot
foundanybiologicaleffects.Somestudies
havesuggestedthatsomebiologicaleffects
mayoccur,butsuchndingshavenotbeen
conrmedbyadditionalresearch.Insome
cases,otherresearchershavehaddifcultyin
reproducingthosestudies,orindetermining
thereasonsforinconsistentresults.
2. What is the FDA’s role concerning the
safety of wireless phones?
Underthelaw,theFDAdoesnotreview
thesafetyofradiation-emittingconsumer
productssuchaswirelessphonesbefore
theycanbesold,asitdoeswithnewdrugs
ormedicaldevices.However,theagencyhas
authoritytotakeactionifwirelessphonesare
showntoemitRadioFrequency(RF)energyat
alevelthatishazardoustotheuser.Insucha
case,theFDAcouldrequirethemanufacturers
ofwirelessphonestonotifyusersofthehealth
hazardandtorepair,replace,orrecallthe
phonessothatthehazardnolongerexists.
Althoughtheexistingscienticdatadoesnot
justifyFDAregulatoryactions,theFDAhas
urgedthewirelessphoneindustrytotakea
numberofsteps,includingthefollowing:
• Supportneededresearchintopossible
biologicaleffectsofRFofthetypeemitted
bywirelessphones;
• Designwirelessphonesinawaythat
minimizesanyRFexposuretotheuserthat
isnotnecessaryfordevicefunction;and
• Cooperateinprovidingusersofwireless
phoneswiththebestpossibleinformation
onpossibleeffectsofwirelessphoneuse
onhumanhealth.
