5.12 Outside air dampers (DmpShoffOa11y)
When ventilation is active the outside air dampers are always open. Both dampers
are controlled open/close from one binary output.
Delay time for outside air damper opening can be defined to secure that dampers
are fully open before fans are started.
Damper monitoring
When the outside air damper is manually closed (overridden) the air handling unit
is shut down after a delay time, as the air flow is blocked.
